Operational Guidelines for Monitoring and Evaluation of HIV Programmes for Sex Workers
Abstract: These Guidelines address the unique monitoring and evaluation needs of settings where HIV affects men who have sex with men, sex workers, and transgender people. They apply to countries with low-level, concentrated, and generalized HIV epidemics. The Guidelines assume three levels of monitoring and evaluation that require coordination at national, sub-national and service delivery levels.
